Official League Rules

1. League Structure (Misc)

1.1 Right to Appeal
It is possible to appeal the results of a match if there is a serious and very clear infraction of the rules. You cannot appeal:

  • Situations that cannot be verified (i.e. Lag). 
  • Dislike of the settings and/or maps played with/on.
  • Assigned match times.

Appeal procedure goes as follows:
1. At the end of the game notification of intent to appeal SHOULD be given to the host ref of the game.
2. Before midnight Sunday notification of an appeal MUST be sent to the appeals coordinator. This notification will include:

  • Point form description of the appeal
  • Witnesses, if required, outside of your own squad
  • Name of the host ref
  • Name of the opposing team

3. Before midnight (EST) Monday a full final version of the appeal MUST be sent to the appeals coordinator. If such is not given then the appeal coordinator will take the appeal notification as the official appeal.
4. Once the final appeal has been received, discussed, and decided the appeal summary will be posted to the website here.

The following info (if they apply) can be provided upon request:

  • Opposing captain’s comments
  • Logs
  • Any interviews of witnesses given by both captains
  • Ref's comments

The appeal process should typically give a result within 10 days of the official version of the appeal is received. All appeals are FINAL and may not be re-appealed.

Warnings:

  • If a team repeatedly (more than once) appeals without sufficient grounds
  • If a team appeals in direct violation of a precedent case and it is unanimously denied by the staff.

The Appeal Coordinator may suspend appeal priviledges. If such occurs the Appeal Coordinator must provide a written rational to the public for this action.

2. Rosters, Eligibility, and Player Movement.

2.1 Player on roster requirements and conditions

Anyone playing in Premier league must be registered on the roster system with the squad for which they wish to play. This name should be one that the ref can easily type and distinguish between other names on the same squad. If the staff has problems with a name due to those reasons then they may give the player special permission to change their name to a more suitable one. Squads and players under no circumstances can change their name within a season, unless the league coordinators give special permission to do so. Doing so, without permission, suggests an attempt to double-squad and will be dealt with accordingly. All players must be registered by a valid email. He/She may not let another player use their registered name under any circumstances. Upon request of the league coordinators players are required to reveal past names. Upon a captain change the current captain must notify the league coordinators with the information for the new captain.  

2.2 Player movement between teams in season

Players will not be allowed to change squads once round one has begun.  A player is said to be on a squad if they are sitting on its roster once the first game of the season has been played. This is regardless of if the player ever actually played for the team. New players not currently on rosters will be allowed to join squads until the end of round five (Sunday midnight EST).

2.3 Playing on multiple teams

A player may only have one name on any one Premier league roster.

2.4 Roster size limits for active and inactive players

Only one “inactive” player can play each match. The player may sub or start. If more than one plays during the game then it will be handled as an ineligible player.

Squads can have as many as 5 inactive and 15 active players.

2.5 Team merging requirements

For a team to keep their spot when they “merge” they must still have 50% or more of their original population from the previous season. This means that a captain may lose his or her league spot and be put back onto the waiting list if he or she takes over 50% of his or her current roster off the roster. The league coordinators decide when this limit has been hit, and what actions may be taken.

3. League Season

3.1 League round postponements and requirements for such

All squads will earn a win, loss, or tie during each round unless their match is postponed. Standings will be updated after every round. There will be no deadline extensions except when approved for special occasions (see points below), in which case the entire round will be extended.

- Holidays that include USA, Canada, and Europe.

- Potentially major events that cover USA, Canada, and Europe.

- Staff problems, such as lack of refs, or loss of major portions of head staff.

- Other events decided by the staff to be major enough to extend deadline.

3.2 'No Show' points given and consequences

Squads that do not show up for a scheduled match will lose by default. The score for the loss will be based upon the other team's average kill/death per game rounded down. This number cannot be below 1.   If a squad does not show for a game they may be asked for an explanation and then may also be dropped from the league. If a team doesn't show for 2 games during the season they will be dropped from league.

3.3 Number of refs per game

All matches will have one or more referees. All messages regarding the match must be privately sent to the host referee.

3.4 Valid spectator frequencies

Non-team members may spec on a team's frequency provided that team's captain (or representative) approves. If at any time the host ref or any team member objects to a non-team member's presence, he or she must leave the team's freq. If the player keeps returning to the frequency after being removed the player should be removed from the zone for the duration of the game.

3.5 Spectator rights and abilities

Spectators are now allowed to give out whatever information they desire. This information includes, but is not limited to, number of repels, deaths, specials, ping, or general strategy. Spectators are not supposed to send messages to the two team frequencies. Upon such a case, if the captain feels it is disruptive, the host ref should request the offending player to stop. The host ref may then choose to move to that freq to observe additional unauthorized messages, or may have another ref do so. If the offending player continues or is extremely disruptive the host ref can force the player out of the zone. A team may send in a log of the game to the staff if they are having issues with players spamming their frequencies during games.

4. Match Scheduling

4.1 Scheduling deadlines

The squad captains (or temporary squad representatives) must negotiate and agree upon a mutually acceptable time to play their match. Negotiation takes place on the captain's scheduling forum. The deadline for scheduling is Thursday at 10pm ET. New squads receive an extra day and have a deadline of Friday 10pm ET for their first match. Games can be scheduled for weekdays, provided there is 48-hour notice to the league coordinators and a referee is available. The scheduling coordinator will assign match times not agreed upon by the deadline. It is recommended that the captain or representative offer as much information as possible when negotiating a match time. A new squad is a squad that has just entered a league, as such, they haven't played any other games in that league for that season. The scheduling coordinators may choose to announce a different scheduling deadline if they have need to do so.

4.2 Max number of games/h allowed

The maximum limit of games for one time slot (The duration of one full hour) is 6 for all of the leagues unless decided otherwise by the sole discretion of the league managers, scheduling coordinators or referee coordinators.

4.3 Scheduler Assigned Times

If both teams cannot come to an agreement on when the game will take place the scheduler will have to set a time that hopefully falls between the times both teams request. However there are some important factors:

- Ref availability/Timeslot availability

- Negotation Ref-Incentive Bias (see below)

- Euro/Westerner status (see below)

Ref-Incentive Bias: This is an incentive to promote reffing, and to reward those refs who keep this league going. Unfortunately, the ref core is a public good and this helps to correct the negative results of this.

Bias Calculation: (Ref_avg_team_A - Ref_avg_team_B)/2. Round up if |result| < 1, else round down.

The result is considered a guideline to how much favorable bias that team should have.

 

Location Status Premier league is a world based league, without a specific focus on location. This means we have a large variety of timezones represented in our player base. These status indicators try to protect squads based primarily in the 2 large outlier zones (west coast, and europe) from playing in "very difficult" times. While joining premier, please be aware that you may be exected to play anytime from noon till midnight in your local timezone (for Americans + most euros). Teams with either such status should continue to schedule in fairness and not rely completely on this. The scheduler may choose to go outside the boundaries on this.

4.4 Euro scheduling rule

Euro Status is granted to squads that request it and can prove half of their roster is European (or in similar time zones). Teams granted Euro status should not be assigned to play later than 5 EST. The league sysop and scheduler make the final decision on if a team should get this status if there are any questions about meeting the qualifications.

4.5 Westerner scheduling rule

Westerner Status is granted to squads that request it and can prove half of their roster is primarily west coast USA/Canada (or in similar time zones, PST/MST). Teams granted Westerner status should not be assigned to play earlier than 3 EST. The league sysop and scheduler make the final decision on if a team should get this status if there are any questions about meeting the qualifications.

4.6 Legal Gametimes

Premier primarily runs on weekends, especially sunday from 2pm to 8pm. However teams are allowed to scheduling games for saturday or even weekdays. If captains decide for a weekday game, they should notify the league and try to contact refs to ref that game. On weekends teams should note that at times earlier then 11am and times from 9pm and onwards we often run with drastically fewer refs.

4.7 Number of squad PP’s allowed per season

Squads are not entitled to any postponements during the regular season. Playoff games may not be postponed without league manager approval.
